Today, on Saturday corresponding 18-4-2020 held its session No .699 and the top subjects that were discussed that is related to the future plans of the system of the studying and exams in the second semester for the academic year 2019\/2020 within the framework of the developments of the global situation for outbreak the emerging\u00a0 Coronavirus.<\/span><\/p>\n

The council started its session by reviewing the decisions of the Prime Minister No. 606 of 2020 on suspending all events that require any big gatherings of the citizens\u00a0 No.717 of 2020 on suspending schools, institutes, and universities, No.768 of 2020 on the comprehensive plan of the state for protecting the citizens from any probable repercussions of the emerging Coronavirus and the decision No.852 of 2020.<\/span><\/p>\n

The council discussed all the available alternative for continuing the education process that is implementing the basic requirements and the minimum standard of completing the curricula in the light of the different nature and systems of the studying and the manner of proceeding the exams in the various faculties with adhering to the measures of the state to limit spread the virus.<\/span><\/p>\n

In the interest of the council to complete the second semester and as a prevailing for the interests of the students and put it in the first place in order not to harm their future by losing\u00a0 a studying year with preserving their health and safety and also the academic staff and their assistants and the employees of the universities, so the council unanimously decided the following :<\/span><\/p>\n

First: complete the curricula by e-learning system until Thursday 30\\4\\2020, for all studying batches and for hours system or the credited points system the period in which studying was completed between hours or the credited points that the students complete is calculated.<\/span><\/p>\n

Second: the students of the transferred batches in all batches:<\/span><\/p>\n

A-Cancel processing of the written and oral exams that would be held in the second semester for the academic year 2019\/2020, and exclude the grades that were calculated for them from the total degrees in all academic years (cumulative total) and replacing it with exams \u2013according to the decision of the Council of the faculty on of the following alternatives :<\/span><\/p>\n

1-Student prepares acceptable research theses (research article \u2013research project \u2013research reference ) in the courses that were taught in this semester, and for each university put its necessary standards, rules and conditions to evaluate and approve these theses according to the nature of the studying that is prescribed for\u00a0\u00a0 each faculty or scholastic program with emphasizing on\u00a0 the commitment of the universities to review the presented these from students accurately and never accept any copied or transferred theses from other ones in whole or in part and it is considered the transmission of what is mentioned in one of the articles, theses or the scientific references)<\/span><\/p>\n

2- Holding electronic exams for the courses that were taught in this semester for the faculties or the scholastic programs that are attached with it a limited number of students and providing with it the infrastructure and the technological possibilities that enable it processing the exams electronically for all students on the condition providing an electronic mean for the students.<\/span><\/p>\n

2-In the case of unacceptable of the research theses (the research article-research project-research reference) that student prepared it in one course or more or in the case of they don\u2019t pass the electronic \u2013the university is responsible for puts the regular rules, on the condition that giving him another chance by the same mean by preparing the these again or reprocessing the electronic exam according to the matters and if the theses of him don\u2019t be accepted or he doesn\u2019t pass the exam for the second time the student, in this case, will be considered suspended in this subject and applied on him the regular regulations and rules that are organized to treat the situations of the failed students.<\/span><\/p>\n

3-The universities obliged to announce all the details of the research theses\u00a0 ( including clearing the nature of these theses for each course separately ) and schedules and the means of delivering these messages as well as all details and the dates that are decided to the electronic exams no later than on Thursday corresponding to (7\\5\\2020) until delivering these messages or processing the electronic exams on Sunday corresponding to 31\\5\\2020, provided that the universities will quickly to end from the evaluation of these messages and announcing the results of their evaluation and the results of the electronic exams in the case of conducting it.<\/span><\/p>\n

4-According to the faculties whose internal regulations require practical or clinical training or conducting scientific exams.<\/span><\/p>\n

The phases that are decided for the practical or clinical training in the second semester after finishing from the period of suspending study or in the beginning of the new academic year with the necessity of passing the practice exams that are written in the internal regulations of the faculties after completing these training and excluding the degrees that were decided for these exams from the total score of the degrees in all academic years ( the cumulative total), and the student considered successful or failed only, in the provided that student\u2019s failure in the conducting the practical exams doesn\u2019t obstacle them to transfer to the next academic batches without discouraging the necessity of completing these training before the graduation.<\/span><\/p>\n

5-According to the exams that students performed it in the first semester, it\u2019s continued applied all the regulations, systems and rules that the exams are performed basically on them in addition to adding the degrees that they get previously in these exams to the total score of the degrees in all academic years ( the cumulative total) taking into account the nature of the study in the faculties or the different scholastic programs (wither subjects are ended in the first semester or extended in the second semester).<\/span><\/p>\n

Third: According to the students of the final batches in all faculties.<\/span><\/p>\n

The decided exams will be postponed in the second semester to pass the curricula of this semester until ending from the period of suspending the study, and universities are entrusted with putting the schedules and controls that are a necessity to implement this taking into consideration giving the students appropriate period before conducting the tests.<\/span><\/p>\n

Fourth: According to the students of the postgraduate studies.<\/span><\/p>\n

It is left for each university deciding the date of holding the decided exams to get the degrees according to what it sees after ending from the period of suspension the studying on the condition that the period of the academic suspension doesn\u2019t be calculated include the necessary period of the studying to get the scientific degrees.<\/span><\/p>\n

Fifth: the council decided to form a committee headed by :<\/span><\/p>\n

Prof. Dr. Essam Al-Kurdi – President of Alexandria University.<\/span><\/strong><\/span><\/p>\n

And the membership of:<\/span><\/strong><\/span><\/p>\n

Prof. Dr. Majid Negm – President of Helwan University.<\/span><\/strong><\/span><\/p>\n

Prof. Dr. Tareq El-Gammal – President of Assiut University.<\/span><\/strong><\/span><\/p>\n

Prof. Dr. Ashraf Abdel Baset – President of Mansoura University.<\/span><\/strong><\/span><\/p>\n

Prof. Dr. \/ Mohamed Latif – Secretary of the Supreme Council of Universities (member and rapporteur).<\/span><\/strong><\/span><\/p>\n

Mr. Prof. Siddik Abdel Salam – Secretary of the Council of Private and Private Universities.<\/span><\/strong><\/span><\/p>\n

Prof. Dr. Hassan Ahmed Muhammed – Adviser to the Minister of Higher Education for Institutes Affairs.<\/span><\/strong><\/span><\/p>\n

Mr. Counselor \/ Mohamed Al Minshawi – Legal Adviser to the Minister of Higher Education and Scientific Research.<\/span><\/strong><\/span><\/p>\n

The committee is responsible for following the decisions of the Supreme Council of Universities that are mentioned and receive many inquiries from the faculties that related to apply them and check any private cases result from it applying these decisions and express the opinion on them and coordination among universities in this matter, and the communication with the concerned authorities to defeat any obstacles prevent the implementation of the council\u2019s decisions and prepare periodic reports shall be presented to the council on what took from the implemented measures to complete the second semester in the light of those decisions and take into consideration the notes of that are taken by the Minister of the Higher Education and Scientific Research from subjects related to the field of its work, on the provided that the committee submits its recommendations to the council for approving it. \u00a0\u00a0<\/span><\/p>\n
